Award Scheme 2010/11

In early 2010, the Hong Kong Polytechnic University conducted a mid-term review for the Fund. The review report recommended an increase to the subsidy so as to further aid financially needy students to join LWL activities. In view of this, the Hong Kong Jockey Club Charities Trust responds zealously and agrees to strengthen the assistance by launching an Award Scheme in 2010/11 school year to provide extra allocations to high-spending schools. Detailed arrangements of the Scheme are as follows:

Allocation Criteria and Requirements

1) Schools should have achieved an average spending rate of 90% or above in 2008/09 and 2009/10 school years.
2) While receiving the additional allocation, schools should endeavour to fully utilise the subsidy available, which includes the original and additional allocations, to assist students.

e.g. The record of the allocations and expenditures of School A in 2008/09 s.y. and 2009/10 s.y*. were as follows:

Allocation

Expenditure

Annual
Spending Rate

2008/09

$12,000

$11,000

91.7%

2009/10

$8,000

$7,000

87.5%

The average spending rate of School A for two school years:

90 percent

Hence School A meets the criteria required.

Remark*: If a school had only used the Fund in either 2008/09 s.y. or 2009/10 s.y., EDB will take its one year’s spending rate as reference.

Calculation of Allocation

Eligibe schools can opt for an extra grant of 25% or 50% in 2010/11 s.y. (Calculations are based on school’s entitled allocation for the current school year. )

e.g. In 2010/11 s.y., the original allocation for school A is $12,500. If school A joins the Scheme, it can receive an additional grant of $6,350 (if it opts for 50%) or $3,125 (if it opts for 25%).

Time of the Support

Additional allocation could be used to subsidise eligible learning activities in 2010/11 s.y. Unspent subsidies, if any, should be returned to the Hong Kong Jockey Club Charities Trust at the end of the school year.

Application and Allocation Procedures

Eligible schools will receive an invitation letter from EDB by fax in December 2010. Interested schools must reply and indicate the percentage of extra allocation they prefer (i.e. 25% or 50%). The extra allocation will be released to schools in early 2011.
