Support and Resources for Medium of Instruction (MOI) Policy

 *  The fine-tuned MOI arrangements for secondary schools have been implemented starting from the 2010/11 school year at Secondary 1 level and progressing each year to a higher form at junior secondary levels.  The MOI fine-tuning framework has been set out at:

 * To support and monitor schools in their implementation of school-based fine-tuned MOI arrangements, the EDB is conducting MOI focus inspections (FI) to provide professional advice and feedback to schools in respect of the implementation of their school-based fine-tuned MOI arrangements so as to maximise the learning and teaching effectiveness for students.  Details are at www.edb.gov.hk/moifi.
   
 * To consider observations and findings made at the MOI FI and make recommendations to the EDB on follow-up actions, an Advisory Panel chaired by Prof. Cheng Kai Ming, Chair Professor of Faculty of Education of the University of Hong Kong, and comprising Members including two academics with expertise in English and non-language subjects, one secondary school representative, one parent representative and three EDB representatives with expertise in curriculum planning, school-based support and quality assurance, has been set up.  The Advisory Panel will advise the EDB on schools’ performance in their implementation of school-based fine-tuned MOI arrangements covering aspects in the use of English for teaching non-language subjects, curriculum development and teaching methodology, giving recommendations for improvement, and identifying good practices for dissemination.  For special cases, the Advisory Panel will advise whether the school-based MOI arrangements are beneficial to their students and, to be specific, whether their use of English as the MOI at junior secondary levels should continue and whether remedial measures have to be undertaken by these schools.
