Permanent Posts for Specialised Teaching
with effect from the 2006/07 school year

With effect from the 2006/07 school year, the additional provision in the form of teaching posts in the permanent staff establishment has been introduced to replace the Specialised Teaching Support Grant (STSG) in public sector ordinary primary schools and extended to those with less than 12 classes. The administrative arrangements are set out below and should be read in conjunction with Education Bureau Circular No. 4/2006.

1. Provision of additional posts

The additional provision calculated on the basis of 0.1 teacher per class will be provided by phases of two years with a maximum of 2 additional posts in September 2006 and the remaining in September 2007, without being capped at a maximum of 3. Upon full implementation, the teacher ratio of whole-day primary schools will be enhanced from 1.4 teachers per class to 1.5 and for bi-sessional schools, from 1.3 teachers per class to 1.4. These additional posts are included in schools' approved teaching staff entitlement for working out the graduate teacher ratio.

For primary schools under Direct Subsidy Scheme (DSS), the provision under this initiative will be provided through the DSS unit subsidy in the usual manner.

2. Claw Back of STSG Surplus

Additional posts instead of cash grant has been provided to schools since the 2006/07 school year, any unspent amount of the STSG in aided schools by 31 August 2007 will be clawed back.
