Evaluation

There are two levels of evaluation of the Scheme. They are the territory-wide level and the school level of evaluation.

At the territory-wide level, an in-depth longitudinal and cross-sectional evaluation is being conducted to evaluate, across participating schools, the extent to which the four key objectives of the Scheme are being achieved. The evaluation has been commissioned to Melbourne University Private in Oct 2003. About 100 participating primary schools have been randomly selected to be involved in this three year evaluation.

At the school level, all schools not participating in the territory-wide evaluation are expected to conduct a school self-evaluation with the aim of evaluating the effectiveness of the Scheme in their schools. Schools will finish their school self-evaluation and report on the outcome for the objectives as follow:

to inform the on-going development of the Scheme at the school level,

to provide school and English Panel with evidence of the impact of the Scheme;
*
to provide the schools and English Panels with recommendations for the future directions, goals and targets of Scheme; and
*
to inform policy makers on the future directions, goals and targets of the Scheme.

To provide schools with guidance and support in evaluating the effectiveness of the Scheme at the school level, the Advisory Teaching Team (ATT) has conducted workshops on 'School Self-evaluation' for NETs and SETs. Moreover, workshop handouts and materials, samples of evaluation focus, questions, procedures and evaluation tools as well as recommended time-plan have also been provided to schools.
