Foreword

The Government of the Hong Kong Special Administrative Region published the first strategy document on promoting IT in education in November 1998 and an updated strategy document in July 2004. With the rapid development in technology and associated pedagogies, it is high time for the Government to take a step further and adjust our strategy to meet the changing needs of schools, teachers and students as their capacity to use IT in the learning and teaching process develops.   Based on relevant research findings on IT in education in advanced economies and feedback of stakeholders, we propose in this consultation paper an action plan to take IT in education forward.  We appreciate comments and suggestions to enrich our proposals.  Please send your views to the Education Bureau on or before 28 November 2007.
