What is the stakeholder survey?

Stakeholders' views towards the school constitute an important set of SSE data in the Key Performance Measures (KPM) framework. In this light, EDB has developed a set of Stakeholder Survey (SHS) questionnaires, which has been subjected to validity tests, to help schools collect the views of teachers, specialists, students and parents on various survey scales to inform their SSE.

# Special schools should adopt the Student Questionnaire where appropriate, taking into due consideration the ability of their students.

How frequently should schools conduct the stakeholder survey?
  •  
Schools should decide on the frequency of administering the survey to support SSE according to their own needs. Schools should administer the survey in the ending year of the school development cycle as guided by the School Development Plan (SDP). This measure enables schools to evaluate the outcomes of the SDP to enhance sustainable development.

 

How are schools to administer the stakeholder survey?

Schools should use school's ESDA as far as possible for administering SHS to alleviate schools' workload in collecting and managing the survey data and to reduce the consumption of paper. After completing the SHS, schools can use school's ESDA to export the SHS reports for their reference in SSE.

 

Which school personnel should complete the Teacher Questionnaire of stakeholder survey (SHS)?

School personnel, including Principal, Vice-Principal(s), teachers teaching for the whole year and supply teachers teaching over 13 weeks, should complete the survey anonymously.

 

Are SHS applicable to special schools?
  •  
A separate version of the SHS for use by special schools has been developed, including questionnaires exclusively designed for specialists in special schools, and Teacher, Student and Parent Questionnaires, which have been adjusted to cater for circumstances in special schools.

 

How should schools interpret the option of "neutral"?
  •  
"Neutral" signifies an opinion which is unbiased towards "agree" or "disagree". If stakeholders don't know or don't understand the item, or have no opinion about the item, they may select "Don't know/N.A." instead of "Neutral".

 

How should the Through-train Schools complete the Teacher Questionnaires?
  •  
The Through-train schools can decide how to administer Teacher Questionnaire survey according to their school context. For instance, if a teacher teaches either primary or secondary section, the school can distribute the relevant questionnaire (either primary or secondary) to the teacher. If a teacher teaches both primary and secondary sections, the school can distribute the questionnaire of the section in which the teacher has a relatively heavier teaching load.
