What is the Stakeholder Survey (SHS)?

Stakeholders' views on school work constitute an important set of school self-evaluation (SSE) data in the Key Performance Measures (KPM) framework. In this light, the EDB has developed a set of SHS questionnaires, which has been subjected to validation, to help schools collect the views of teachers, specialists, students and parents on various survey scales to inform their SSE.

 

What are the target groups of the SHS?

What are the survey areas of the SHS?

The survey areas are formulated based on the Performance Indicators for Hong Kong Schools and cover the items below.

How frequently should schools conduct the SHS?
  •  
Schools should decide on the frequency of administering the survey according to their needs in respect of SSE. To align with their school development planning cycles, schools should conduct the survey in the final year of their school development cycles This measure enables schools to evaluate the outcomes of the school work to enhance sustainable development.

 

How do schools administer the SHS?
  •  
Schools should use schools' ESDA as far as possible for administering SHS to alleviate schools' workload in collecting and managing the survey data and to reduce the consumption of paper. After completing the SHS, schools can use school's ESDA to export the SHS reports for their reference in SSE.

 

Which school personnel should complete the Teacher Questionnaire of the SHS?

School personnel, including Principal, Vice-Principal(s), teachers teaching for the whole year and supply teachers teaching over 13 weeks, should complete the survey anonymously.

 

Are the SHS applicable to special schools?
  •  
A separate version of the SHS for use by special schools has been developed, including questionnaires exclusively designed for specialists in special schools, and Teacher, Student and Parent Questionnaires, which have been adjusted to cater for circumstances in special schools.

 

How should schools interpret the option of "neutral"?
  •  
"Neutral" signifies an opinion which is unbiased towards "agree" or "disagree". If stakeholders don't know or don't understand the item, or have no opinion about the item, they may select "Don't know/N.A." instead of "Neutral".

 

How should the “through-train” schools complete the Teacher Questionnaires?
  •  
The “through-train” schools can decide how to administer the Teacher Questionnaire survey according to their school context. For instance, if a teacher teaches either primary or secondary section, the school can distribute the relevant questionnaire (either primary or secondary) to the teacher. If a teacher teaches both primary and secondary sections, the school can distribute the questionnaire of the section in which the teacher has a relatively heavier teaching load.

The samples of SHS can be downloaded from school’s ESDA.
