[Archive] Arrangement for Refund of Rent, Rates, Government Rent and Other Charges

 (for kindergarten-cum-child care centres (KG-cum-CCCs) which were former child care centres and have switched to EDB for receiving subsidy for the aforesaid purposes from September 2005 onwards)

 

Arrangement of Rent Reimbursement

(a)  

Reimbursement of rent will be paid to the school’s account each month.

(b)  

All kindergartens (including KG-cum-CCCs) receiving rent reimbursement are subject to the monitoring mechanism as set out in Education and Manpower Bureau Circular No. 2/2004

(c)  

The school must submit the new tenancy agreement, even though there is no change in the amount of rent, preferably three months before it commences for consideration of further reimbursement. The amount of rent to be reimbursed will be subject to the advice of the Rating & Valuation Department, if applicable, and the availability of the required government funding. Any delay in submitting the new tenancy agreement may result in payment of subsidy being temporarily suspended.

(d)  

Should the tenancy agreement last longer than 2 years, the Education Bureau reserves the right to adjust the rent reimbursed as recommended by the Rating & Valuation Department before the expiry of the tenancy agreement.

(e)  

The school must submit the completed application form pdf to the Joint Office for Kindergartens and Child Care Centres, whenever there is any change in the amount of rent, tenancy agreement (including renewal of tenancy agreement) or area occupied by the school, etc.

 

Arrangement of Rates and Government Rent Reimbursement

(f)  

Reimbursement of rates and Government rent will be paid to the school’s account each month (or in the first month of a quarter in case of quarterly payment).

(g)  

Any surcharge imposed on late payments of rates and Government rent is not eligible for reimbursement.

(h)  

In case the rates and/or government rent are revised as a result of re-assessment of the ratable value of the school premises, the school concerned should immediately notify the Joint Office for Kindergartens and Child Care Centres by using the form "Notification of Changes of Rates/Government Rent"pdf .

 

Arrangement of Other Charges* Reimbursement

The Other Charges are applicable to only former child care centre that received such subsidy from the Social Welfare Department immediately before September 2005.

(i)  

The school should settle the payment for the Other Charges first and send in the receipt (or certified true copy of the receipt) to the Joint Office for Kindergartens and Child Care Centres for reimbursement afterwards. Reimbursement of the Other Charges will be paid to the school’s account each month. School can use the Refund of Other Chargespdf .
