Constitution and Basic Law Online Course for Secondary School Students’ Self-directed Learning


      • The online self-learning course aims to help junior secondary students acquire fundamental knowledge related to the Constitution and the Basic Law. Teachers may aptly use this course and flexibly integrate various learning and teaching strategies when teaching junior secondary humanities subjects or other related curricula, thereby deepening students’ understanding of the rationale and content of the Constitution and the Basic Law. The online course is composed of 9 modules:

        Module 1:  "One Country, Two Systems" and the Basic Law

        Module 2:  Relationship between the Central Authorities and the Hong Kong Special Administrative Region

        Module 3:  Interpretation and Amendment of the Basic Law

        Module 4:  Fundamental Rights and Duties of the Hong Kong Residents

        Module 5:  Basic Characteristics of the Political Structure of the HKSAR

        Module 6:  The Basic Law and Public Finance

        Module 7:  How the Basic Law Protects the Development of Monetary Affairs and Trade in Hong Kong

        Module 8:  The Basic Law and Daily Life

        Module 9:  External Affairs

          2. School Registration 【Applicable in 2025/26 school year after schools have updated students’data in HKEdCity’s School Account Administration system】
              • Schools’ HKEdCity account administrators can log in to the respective Chinese and/or English version URLs based on the selected language
              • English version: https://basiclawwebcoursestue.edb.edcity.hk
              • Chinese version: https://basiclawwebcoursestuc.edb.edcity.hk
              • After logging in, it indicates successful registration.
              • Upon successful login, teacher(s) can distribute the URL to students and students, who can then log into the course using their EdConnect account.
              •  (For schools which have separate logins for the Chinese and/or English versions) Each student can only login for one of the language versions (i.e. either Chinese or English version)
              • After the students’ first login, teachers concerned can understand their students’ learning progress by logging in the Online Course with their HKEdCity (EdConnect) accounts according to the chosen language.
              • (2025/26 school year) Last date of login: 31 July 2026.
