Requirement for Newly-appointed Teachers to Pass the Basic Law and National Security Law Test




Basic Law and National Security Law Test (BLNST) Requirement
Starting from the 2023/24 school year, all newly-appointed teachers in public sector schools, Direct Subsidy Scheme schools and kindergartens joining the Kindergarten Education Scheme are required to pass the BLNST in order to be considered for appointment.

BLNST
The EDB will conduct a total of  five rounds of BLNST for teachers, and the tests will be held on 3 December 2022, 7 January 2023, in February, April and June 2023 respectively.   For the content and format of the BLNST organised by the EDB, the EDB draws reference to the arrangements of the BLNST conducted by the Civil Service Bureau (CSB).  The written test is a bilingual paper (in both English and Chinese) assessing candidates' knowledge of the Basic Law (including its annexes, instruments, attachments and appendices) as well as the National Security Law.  Persons who possess a pass result in the BLNST issued by the CSB will be deemed to have met the relevant requirement and are not required to take the BLNST organised by the EDB again.

 

Having regard to the different entry requirements for teaching posts in secondary and primary schools as well as kindergartens, the above-mentioned five rounds of tests will be arranged separately for degree holders and non-degree holders.  Teachers who wish to take the test should plan ahead and submit an application on time.  Details of the  arrangements are as follows:

The first round of the BLNST (degree level) is scheduled for 3 December 2022 and the second round of the BLNST (non-degree level) is scheduled for 7 January 2023.    The test dates of the other rounds of the BLNST will be announced in due course.  Teachers who have passed the BLNST (degree level) will not be required to take any BLNST at/ below an equivalent level again.

For those who have passed the BLNST (non-degree level) and subsequently attained a degree qualification, they will be required to take the BLNST (degree level) if they wish to apply for graduate teaching posts.


Eligibility for the BLNST (non-degree level) (January 2023) 

A pass result in BLNST (non-degree level) is only applicable for applying for non-graduate teaching posts.  For those who have passed the BLNST (non-degree level) and subsequently attained a degree qualification, they will be required to take the BLNST (degree level) if they wish to apply for graduate teaching posts.    Applicants for the test are persons who plan to join or change to another secondary, primary school or kindergarten to take up a non-graduate teaching post in the 2023/24 school year.  Persons who possess a bachelor’s degree or will have attained a bachelor’s degree in the 2022/23 academic year shall apply for the BLNST (degree level) in February or April 2023.  Details of the test will be announced in due course.  Teachers who have passed the BLNST (degree level) can apply for both graduate teaching posts and non-graduate teaching posts.

Applicants shall meet one of the following criteria: 

  • should be a serving teacher and plan to change to another public sector school, Direct Subsidy Scheme school or kindergarten joining the Kindergarten Education Scheme to take up a non-graduate teaching post in the 2023/24 school year; or
  • plan to take up a non-graduate teaching post in public sector schools, Direct Subsidy Scheme schools or kindergartens joining the Kindergarten Education Scheme in the 2023/24 school year and will have attained a higher diploma/diploma in the 2022/23 academic year; or
  • should be a non-serving teacher but plan to take up a non-graduate teaching post in public sector schools, Direct Subsidy Scheme schools or kindergartens joining the Kindergarten Education Scheme in the 2023/24 school year.


Application Procedures for the BLNST (non-degree level) (January 2023)

7 January 2023 (Saturday)

Application Deadline:

5:00 p.m. on 5 December 2022 (Hong Kong time)

Application Procedures:

Applicants should submit an application for the BLNST before the application deadline through the on-line application system (https://eform.cefs.gov.hk/form/edb039/en/) or through scanning the QR code below.

 Notes:

(a) Places for the test are limited. Applications will be processed on a first-come, first-served basis. These applicants will be notified of the application results and test details by email on or before 29 December 2022.  An SMS message will also be sent to applicants to remind them of the e-mail.  Any requests for change of test centre/ session will not be considered.  

 

(b) Candidates will be notified of their test results by post within one month after the test.

 

(c) As test centres are located in schools, the test will be held subject to the regulations and prevailing measures implemented by the Government of the HKSAR in the light of the development of the COVID-19.  Candidates are required to comply with latest vaccination requirements of Vaccine Pass prior to their entry into schools on the test day.  For details, please refer to https://www.coronavirus.gov.hk/eng/vaccine-pass.html.

(d) All candidates are required to perform the COVID-19 rapid antigen test (RAT) before going to the test centre on the test day.

(e) In the light of the changing situation of the COVID-19, the EDB will adjust the arrangements for the test if the situation warrants and announce the latest arrangements on the EDB webpage at http://www.edb.gov.hk/en/blnst.

Information about the BLNST (degree level) (December 2022)

The application for the first round of the BLNST (degree level)  was closed at 5:00 p.m. on 7 November 2022.  Applicants who have submitted their applications will be notified of the results of the application and test details by e-mail on or before 24 November 2022.  An SMS message will also be sent to applicants to remind them of the e-mail.  Candidates who do not receive the e-mail by 24 November 2022 should contact the Teacher Professional Development Special Duty Team by phone at 2892 5709 or by e-mail to tpdsdt@edb.gov.hk.
