Blueprint for Digital Education Development in Primary and Secondary Schools

 



In the face of the global digital transformation trend, we must proactively answer the call of the times: “What education should do in the age of AI?” In the 15th Five-Year Plan, our country explicitly emphasises the integrated development of education, technology and talent. It proposes using innovative technologies to lead the country towards a strong, modernised nation, and comprehensively advances the “AI + Education” initiative, taking “nurturing people as the core, prioritising literacy, being application-oriented, and harnessing AI for good” as its fundamental principles.

Working in tandem with the national policies, the Government of the Hong Kong Special Administrative Region (Government) announced the establishment of the “Steering Committee on Strategic Development of Digital Education (SCSDDE)” in the Chief Executive’s 2024 Policy Address to advise on and set the development directions for digital education. The Chief Executive’s 2025 Policy Address further announced the release of the Blueprint for Digital Education Development in Primary and Secondary Schools (Blueprint) in 2026. The Education Bureau (EDB) commissioned the Curriculum Development Council to compile the Blueprint, in accordance with the development directions set by the SCSDDE, and through extensive consultation from school councils, principals, teachers, tertiary institutions, and professional education bodies. The Blueprint adheres to the core philosophy of “students as the foundation, teachers as the profession, schools as the base, and society as the partner” and formulates comprehensive and forward-looking key focuses and strategies for digital education development. It aims to enhance the quality of education, promote educational equity, consolidate Hong Kong’s advantages as an international education hub, and contribute to building our country into a leading country in education.
