My Pledge to Act - Be Grateful and Treasure What We Have, Stay Positive and Optimistic (2026/27)

• Since 2003, the Education Bureau (EDB) has been organising and developing the themes for the Values Education Promotional Campaign: “My Pledge to Act” (MPA) in every school year. Schools are encouraged to create conducive campus atmosphere through collective commitment and learning activities related to values education, with a view to nurture in students virtues and a healthy lifestyle so as to enhance their whole-person development.
• “My Pledge to Act” aims to empower students to set goals and put them into action. It enables students to integrate subject knowledge, proper values and attitudes, personal pledges and actions so as to develop a healthy lifestyle. It also rallies the concerted efforts of schools, families and other stakeholders in the society to arouse public awareness of the importance of cultivating students’ proper values and positive attitudes towards life.

• Schools may, through systematic and holistic planning, incorporate MPA learning activities into their annual school plans or school development plans, and design school-based curriculum and learning activities taking into account their respective goals, vision and mission, religious backgrounds, characteristics, contexts and students’ learning needs.
• Diversified learning activities that are in line with learning objectives can enhance students’ participation and learning effectiveness. For example, conducting subject-based, co-curricular/cross-curricular learning activities in Moral and Civic Education lessons, weekly assemblies, class teacher periods, Personal Development lessons, or Life Education lessons.  This is to encourage whole-school participation, thereby creating a learning environment conducive to nurturing relevant values in students.

• Schools may conduct a variety of life-wide learning activities according to the interests and needs of their students, such as student award programmes, personal development camps, community services and creativity competitions in order to help students fulfill their pledges and enhance the impact of learning.

• Theme

• With the theme of “Be Grateful and Treasure What We Have, Stay Positive and Optimistic”, the MPA helps students develop a sense of gratitude, learn to cherish what they have, adopt a positive and optimistic attitude towards life, and face transitions and challenges in life and growth with courage.
• Schools are advised to continue to take “Be Grateful and Treasure What We Have, Stay Positive and Optimistic” as the core direction in the 2026/27 school year, and taking into account their vision and missions, religious backgrounds, characteristics, contexts and students’ learning needs, select from the following five sub-themes as the school-based MPA theme(s) (multiple sub-themes may be selected) for promoting values education:

  2. “Think from Others’ Perspectives, Foster Harmony and Be Respectful”
  3. “Inherit Traditional Culture, Be Patriotic and Love Hong Kong”
  4. “Cherish Life, Be Healthy”
  5. “Use Technology for Good, Be Prudent and Self-disciplined”

• Key Messages

• Nurture in students a sense of gratitude, learn to cherish what they have.
• Cultivate in students a positive and optimistic attitude towards life, so that they can face the challenges and difficulties in life and growth with courage.
• Nurture in students the proper values of diligence and law-abidingness, and help them practice good deeds in their daily life.
• To help students learn to empathise and put themselves in others’ shoes, respect others and build harmonious interpersonal relationships.
• Nurture students into citizens who cherish Chinese culture, identify with their national identity, and safeguard the interests of our nation and the Hong Kong Special Administrative Region.
• Help students cherish and respect life, learn to protect themselves as well as value both physical and psychological well-being, so as to lead a healthy lifestyle.
• Develop students’ abilities to make good use of artificial intelligence tools and resources, exercise critical thinking, act with self‑discipline and a sense of law-abidingness, and use technology responsibly to facilitate learning, serve the community, and contribute to the common good.
• To help students set goals and put them into action.

• Modes

• No specific requirement.
• MPA is a programme designed for all students of kindergartens, primary and secondary schools.  It is to help students set goals and put them into action, thereby helping them develop proper values and attitudes.
• With a view to reinforcing related values, schools may systematically formulate a holistic plan in designing school-based curriculum and arrays of learning activities for whole-school participation, in accordance with the chosen theme(s) and taken into school development needs and students’ needs. Schools may also conduct a variety of life-wide learning activities, such as student award programmes, personal development camps and community services in order to help students fulfill their pledge and enhance the impact of learning.

4.Resources and Support 

• Schools may flexibly use the existing subsidies, including the “Operating Expenses Block Grant / Expanded Operating Expenses Block Grant” and “Life-wide Learning and Sister School Grant” (Education Bureau Circular No. 9/2025), to implement school-based plans and activities under the theme of MPA so as to enrich students’ learning experiences.
• Should schools require additional resources to implement innovative projects related to values education, applications can be made to the Quality Education Fund. For details, please refer to the website (www.qef.org.hk).
• The EDB will continue to provide the latest news on the MPA, activity information, learning and teaching resources, and promotional materials (e.g. electronic posters, photo props, electronic banners) for downloading or loan by schools on the “My Pledge to Act” (2026/27) Theme-based Resources Webpage. (The following learning and teaching resources and activity recommendations are for schools’ reference only. Schools may design their unique school-based MPA activities according to their students’ needs.)

      The EDB has produced MPA Mascot “Happy, Promising Little Sun” promotional materials, including theme props and encouraging quotes . These promotional materials are now available for loan by schools for organising theme-related activities. 6. “Happy, Promising Little Sun” (「樂諾小太陽」) Facebook page
   The EDB launched the Happy, Promising Little Sun” (「樂諾小太陽」) Facebook page to provide the latest information on the scheme as well as a platform for schools to share their experience gained in implementing activities related to MPA.
   
   
7. Examples of Home-School Co-operation Activities
   
   • Parent-child talks
     

     Schools conduct parent-child talks to encourage parent-school collaboration. This is to nurture in children proper values and positive attitudes towards life, including “be grateful”, “treasure what we have”, “stay positive” and “stay optimistic” as well as to create a harmonious family atmosphere where everyone appreciates, accepts and cherishes each other, with a view to fostering the healthy development of children.

   •  Parent-child volunteer activities
     

     Encourage parents and children to participate in volunteer activities organised by schools/community, serve with appreciation and positivity and care for the needy ones in the society, such as visiting elderly homes and centers for disabled people, and taking part in charity sales.

   • Parent-child reading activities
     Schools organise MPA theme(s)-related reading activities, for example, parent-child shared reading sessions, book recommendations and creative writing, to promote moral education.

1. “My Pledge to Act” Activity Series (1): MPA Ambassador School-based Award Programme
   

   Schools may organise MPA Ambassador School-based Award Programme by utilising the L&T resources, promotional materials and the MPA Handbook provided by the EDB to recognise students who have good characters and consistently demonstrate positive behaviour and appoint them as “MPA Ambassadors”. Schools may engage the MPA Ambassadors in planning, promoting, and implementing school-based values education activities.  Schools may recognise the ambassadors with active participation and outstanding performance through the award of MPA Mascot (“樂諾小太陽”) Badges and certificates.
   

   Schools requesting the MPA Mascot Badges (“樂諾小太陽襟章”) (100 pieces per school) for the 2026/27 school year should complete the “Reply Slip for Obtaining ‘Happy, Promising Little Sun’ Badges” (Please refer to “8. Related Documents for Download” for detailsand fax it to Moral, Civic, and National Education Section 1 (fax number: 3426 9265) on or before 23 October 2026 (Friday) for arrangements.
   
   
2. “My Pledge to Act – Be Grateful and Treasure What We Have, Stay Positive and Optimistic” (2026/27) Questionnaire
   To understand the implementation of “My Pledge to Act” and the Territory-wide “Let’s Pledge Together” Ceremony in schools, we cordially invite schools to complete the “‘My Pledge to Act – Be Grateful and Treasure What We Have, Stay Positive and Optimistic’ (2026/27) Questionnaire” (Please refer to “8.Related Documents for Download” for details)  and return it by fax or email to Moral, Civic and National Education Section 1, Curriculum Development Institute, Education Bureau (Fax: 3426 9265; Email: info_mcne1@edb.gov.hk) on or before 4 December 2026 (Friday).

3. Territory-wide “Let’s Pledge Together” Ceremony
   

   The EDB recommends that all kindergartens, primary and secondary schools in Hong Kong organise the “Let’s Pledge Together” Ceremony between September and November to guide students to set goals and put them into action, with a view to nurturing them into good citizens who honour their commitment, shoulder responsibilities and have the courage to take action through the school-based pledging activity.  During the ceremony, schools can lead students to sing the values education theme song “Building Our Dream” to inspire them to embark on their dreams and turn proper values into good deeds.  The EDB will issue a Certificate of Participation – “My Pledge to Act - Territory-wide Let’s Pledge Together” Ceremony and provide 100 small gifts for each participating school for awarding students with outstanding performance in the MPA activities.

   Schools may flexibly adapt and deploy the “Let’s Pledge Together” Ceremony Resource Kit (uploaded on the MPA Theme-based Resources Webpage) provided by the EDB in accordance with their needs and in conjunction with other school-based values education learning activities, so as to enhance students’ understanding, recognition, and practice of proper values.

4. “Gen” 4 Positivity – AI Four-panel Comic Creative Design Competition (Primary Division/ Secondary Division)
   

   Submission deadline: 11 December 2026 (Friday)

   This activity provides students with opportunities to learn how to make use of AI tools in an ethical, prudent and self-disciplined manner. It aims to encourage students to make good use of such tools to design and produce four-panel comics related to the theme or sub-themes of the MPA, thereby promoting relevant positive messages.

5. Creative “Sun”ventors – Product Design Competition (Primary Division/   Secondary Division)
   

   Submission deadline: 29 January 2027 (Friday)

   This activity aims to encourage students to show greater concern for people and matters around them, take the initiative to understand others’ needs, and apply life skills, STEAM knowledge and creativity in designing products that meet people’s needs, thereby nurturing proper values such as benevolence, commitment, filial piety and empathy, while demonstrating an innovative spirit.

6. Little Sun Warmth Express – Greeting Card Design Competition (Kindergarten)
   

   Submission deadline: 19 February 2027 (Friday)

   This activity is organised for kindergartens. Through parent-child collaboration in designing and producing greeting cards, the activity promotes the positive values of being grateful and treasuring what we have, as well as staying positive and optimistic. The activity also encourages parents to engage in values education, so as to nurture proper values and attitudes in children from an early age and strengthen parent-child relationship.
