Blueprint for Digital Education in Primary and Secondary Schools - Professional Development Programme in Digital Education

The Education Bureau adopts a “multi-pronged” approach to support schools in implementing digital education. Building on the existing Continuing Professional Development (CPD) policy for teachers, teachers are required to complete a minimum of 30 hours of training in digital education within each three-year CPD cycle of 150 hours.

Remarks:

1.  If the 2026/27 school year is not the starting year of a teacher’s three-year Continuing Professional Development (CPD) cycle, teachers shall complete no less than 10 hours of digital education training within that specific school year to fulfill the relevant training requirements.

2.  In addition to courses enrolled in and recorded through the Education Bureau’s Training Calendar System (TCS), teachers may also manually enter the training records and hours via the e-Services Portal upon completing   programmes organised by other institutions, self-learning courses and academic studies.  Once verified and endorsed by their schools, these records will be officially counted towards the teachers’ CPD hours. Teachers should properly retain relevant supporting documents, such as certificates of completion, academic transcripts, course outlines or professional qualification credentials, for school verification purposes.

 
3.  Whether a training programme meets the criteria for digital education training depends primarily on the alignment of its content with the objectives of digital education and the teacher's professional development needs, subject to the school’s review and endorsement.  It is not determined solely by the training provider, the mode of delivery, or whether it is self-labelled as “belonging to digital education training” or similar.  Therefore, teachers are advised to consult their schools prior to enrollment to ensure that the training aligns with their school-endorsed professional development directions.
